The Harrisville Boulevard / Route 15 interchange serves as the primary access point to the City of Dieppe, Greater Moncton International Airport and Dieppe Industrial Park. As an important area connector, the interchange had been operating with significant congestion and safety-related issues in previous years. Major upgrades and enhancements to this important intersection focused on reducing delays, improving safety, enhancing pedestrian connectivity and replacing aging infrastructure. This interchange upgrade project included the widening and rehabilitation of the existing underpass structure to accommodate four lanes of traffic, new pedestrian facilities extended over the interchange and upgrading ramp terminals to two multi-lane teardrop-shaped roundabout junctions (forming a ‘dogbone’ configuration). In addition, a double left turn from the Route 15 Westbound Exit Ramp to Dieppe Boulevard was constructed as well as an eastbound exit ramp from Route 15 directly into the Dieppe Industrial Park. To accommodate the Average Annual Daily Traffic Volume (AADT) of approximately 30,000 vehicles per day, EXP developed a comprehensive traffic management plan and communication strategy to condense the construction period as well as mitigate impacts to the travelling public during construction. The new interchange has yielded many social, economic, and environmental benefits including improved access to major destinations, reduced vehicular congestion, improved road user safety, reduced carbon footprint, and enhanced Active Transportation facilities.
